What is with these "re homing fees"?

And how can: "a rehoming fee may apply" Its like: take my un wanted pet and pay for it... or maybe pay for it, depending on if I like you or not...

Fee for what? driving to someone house.... Paying to get in the door? Or is it paying so the pet owner will not take the little darling to the animal rescue and have it put down? That is like: "Blackmail"
