NYT follows up on the "failure to file syndrome" explanation floated by the attorney for Charle O'Byrne, David Paterson's chief of staff and serial tax non-payer. A psychiatrist says the syndrome is "a subset of obsessive compulsive disorder with people who have serious procrastination." Hmm. We think we're with Jess and Emma on this one.
