What emergency?
Not-so-random Troy fact of the day: the city hasn't declared a snow emergency since 1999. Bob Mirch, Troy's commissioner of public works, told the Record he does "not believe snow emergencies are effective." The city is asking residents to move their cars off streets into city-owned garages tonight, though -- you can park for free until 9 am.

i live in downtown troy, and i can attest to the always awful state of the roads here during the winter. they asked everyone to get off the streets last night (many people did - the lot by me was packed), and then barely plowed. seriously - the side of the street that no one could park on last night is still a mess, making parking tough and the streets narrower. the troy action team seems efficient at tearing down buildings and shutting down local arts venues, but plowing? not their thing.
