I've been hit on two separate occasions by HoveRound-type scooters, and I can attest, it hurts like hell. The real kicker is that as the scooter gets older, the brakes don't work as well and they glide a bit after you ease up. So the person could try to stop, but the thing will keep going, and they'll actually CLIMB UP your leg. I almost had to get my own scooter after that.
