Chilly reaction to Paterson budget, shooting near school in Troy, mop protests at Bruno fundraiser, prof accused of growing pot

David Paterson's proposed budget doesn't seem to have gone over well with state legislators, some of whom are already vowing to make significant changes the proposed cuts in education and health care spending. Local elected officials also seemed cool to the budget plan. School district officials also weren't happy. Andrew Cuomo: good start, let's see it actually happen. And the conservative-leaning Empire Center said Paterson's budget didn't cut enough. One person who did seem enthusiastic: SUNY chancellor Nancy Zimpher (the Paterson plan would give SUNY more control over its tuition rates). The state legislature didn't vote yesterday on a plan to lift the cap on the number of charter schools in the state. The legislature had been bouncing the plan around because of a deadline yesterday afternoon to file for federal education money. [TU] [NYT]

Troy police say a man was shot in the back yesterday afternoon in North Central, just a block from a school. (map). A witness said he saw two men run from the scene and drive off. [TU] [CapNews9] [Troy Record]

The woman who was driving over the Dunn Memorial Bridge in 2005 when a section dropped two feet has settled with the state Department of Transportation for more than $100k, according to her attorney. The lawyer says her client has suffered from PTSD because of the experience. [TU] [Fox23]

About 200 people showed up for last night's Joe Bruno fundraiser in Colonie. One of the organizers said it was an opportunity to tell Bruno "how much we care about him." About two dozen protesters, carrying mops and brooms, were also there. [TU] [Fox23] [Troy Record]

State police say an adjunct professor at UAlbany has been arrested on charges that he was growing pot. State police say they found 80 plants at the man's home in New Scotland. [TU] [Troy Record]

The APD says witnesses reported shots fired at Madison and Grand last night (map). [Fox23]

Albany police say they've arrested the man who allegedly had been trying to scam small businesses by posing as a fire inspector. The APD says the man tried to scam three or more businesses. [APD] [TU]

Albany County sales tax revenue for 2009 was down almost 8 percent compared to the year before. [TU]

State police say a Syracuse man allegedly stole $5000 during scam negotiations to buy the Cappiello cheese business in Schenectady. [Daily Gazette $] [TU]

Two spots in Albany County are on the statewide "Seven to Save" preservation list. [TU]

Having a child is indeed a second shot or at least a reminder of the magic of childhood. I thought of this yesterday and my 4 year old and myself rode figure 8's and generally raced all around the now empty parking lots of Sage, Albany College of Pharmacy and OPWDD on our BMX bikes.
