Chipping in
Albany common councilman Frank Commisso Jr. popped up in a story on All Things Considered yesterday about municipalities looking to tax-exempt non-profits to chip in for services. Said Commisso: "We wouldn't need to have a police and fire department of the size we do if these [state offices, hospitals and universities] were not here ... They cannot have an expectation that we can maintain police and fire at their current levels if we don't get some sort of help."

The Common Council unanimously passed Commisso's legislation last month that would create a commission to assess the impact of nonprofits and then suggest financial contributions that nonprofits ought to make to mitigate any burden on the taxpayer.

If we required nonprofits and other tax exempt organizations to pay for services, they wouldn't be tax exempt anymore.
