For a decade All Over Albany was a place for interested and interesting people in New York's Capital Region. It was kind of like having a smart, savvy friend who could help you find out what's up. AOA stopped publishing at the end of 2018.

It's as anonymous as an equivalent voice tip line, or 911. Does anyone believe that voice calls to such numbers can't be identified? Hope not.
Just an additional channel that works more or less like the existing ones. No reason not to offer it.

Tipsters can contact investigators at the Albany County Crime Analysis Center by texting the phrase APDTips and the information to 847411 (Tip411) .
The company that runs the program, Citizen Observer, removes the tipster's identifying information before forwarding the information to investigators, police said.
Detectives will, however, be able to follow up with tipsters anonymously through text message, police said.

I've seen brawls and stuff and called 911 before and told them I didn't want to leave my name. The police came (slowly), but they've never given me a hard time about it or called back or anything. I'm sure though if any of those brawls ever ended up in a death or something I'd get tracked down. I bet it's the same with this, probably all depends on the severity or immediate danger.
