The law's bark and bite

The Mohawk and Hudson River Humane Association's Brad Shear wrote a little bit this week about why the Albany man arrested for allegedly swinging a puppy high into the air by its leash was charged with a misdemeanor rather than a felony. Shear also says the APD and the DA's office "were on top of this case from the beginning."
