There's an interesting article over at Crain's about the management style of the Cuomo administration, which apparently involves Andrew Cuomo or one of his top aides having to sign off on... everything. Says an "Albany insider" in the article: "On one level, it's very impressive because [Cuomo's] a machine in the way he works. But it's also completely paralyzing and debilitating because [agencies] can't go to the bathroom without him giving the go-ahead." (So, we're guessing, long lines at the bathroom, then?)
