Out of control
Albany police say they arrested a 12-year-old after he was allegedly caught fleeing from a stolen car on Central Ave early this morning (apparently five kids jumped out of the car and an officer had to jump into the car because it was rolling down the street). Hmm... 12-year-old... stolen car... it couldn't be... yep: A "police official familiar with the investigation" tells the Times Union the 12-year-old is the same kid who was arrested for allegedly stealing a car and driving it to East Greenbush in February, and allegedly pulling an inside job at a Lark Street shop in January. APD: 12 Year Old Arrested Fleeing from Stolen Car
Albany police arrested a 12 year old Yates Street resident early this morning after he was caught fleeing from a stolen car.
Police responded to the area of 14 North Manning Boulevard around 4:15 a.m. after a neighbor called stating that a white vehicle with a very loud muffler was outside. She told the dispatcher that a group of teens got out of the white car and began to vandalize and attempt to break into several vehicles in the area.
Shortly after the call an officer heading west on Central Avenue notice a white car with a loud muffler turning right off of Quail Street onto Central Avenue eastbound. The officer turned around and attempted to stop the vehicle at which point the car stopped abruptly just before North Lake Avenue and five teens quickly exited the car and began to run. The officer jumped into the car and placed it into park as it was rolling into the intersection unattended.
A description of the teens was broadcasted over the police radio.
Officers checked the vehicles registration and determined it belonged to a woman who lives on Ontario Street. Officers made contact with her and determined that the car was stolen without her knowledge shortly before the incident.
Around 4:45 a.m. an officer stopped a 12 year old at the intersection of Bradford and Ontario Streets after he matched the description of one of the parties who fled from the car.
A Capital Land Taxi driver who witnessed the incident was able to identify him as one of the suspects.
He was arrested at the scene without incident and transported to the South Station for processing.
He was charged with Criminal Possession of Stolen Property 4th.
He was turned over to his mother and is scheduled to appear in Albany County Family Court at a later date.
The investigation is still ongoing.

According to the APD press release, this all happened at 4AM. 12 year olds. At four in the morning. Insanity, indeed.

Yes. He knows the system can't/won't touch him because of his age. He has a couple more years of fun until he faces any consequences.

Have fun trying to discipline him. Seems to me he isn't scared of much. So sad.

Um, I'm sure he's a cute kid and all, but shouldn't he be in juvie by now? Or, at the very least, shouldn't he be supervised by someone (parent, caretaker, neighbor, therapist, ANYONE) just a LITTLE more closely now?
He just seems to be wild about stealing stuff. Someone should probably address that with him. Preferably before he gets to my car.

I get that he's only 12 years old, but at what point do we decide *not* to release him back to his mother's supervision (or complete lack thereof)?

Now this gives me an idea for an app...a GPS tracker app that matches up the GPS bracelets of convicted auto theft felons with the GPS in your car. If they match, you get notified. Extend to other crimes as appropriate.
After all, it won't be long until our little man is wearing one. Or the orange jumpsuit.

Do you know how much red tape CPS has to go through to remove a child from his/her home? Unless the child is beaten to within a inch of death or set on fire, or the child is out committing major felonies, it will take them many months to remove him from his mother. And even then it won't help. We need to understand that in our society, people like this child will always exist.

So he's up to, what, five felonies? Doesn't juvenile hall still exist? I remember hearing other states send their kids to juvie for acting out at school (which is ridiculous)... but in New York we allow kids to bust into stores and steal multiple cars and just go home to their parents?
