Quote that caught our eye in Adam Sichko's latest article about the Project Azalea, the huge tech (something) project over which New York and Oregon (apparently) are competing, from an analyst: "It really comes down to how much money each state is willing to put down to make it happen. It's like an auction, for better or worse." (The state gave the GloFo Malta fab project incentives worth between $1 billion and $2 billion.) [Biz Review] [TU 2011]

Before we plunk down a billion or two for a bouquet of Azaleas, I wonder if there are any non-politicized studies of the 'return on investment' for NYS' massive incentives for Global Foundries?
