The price tag for fixing the local sewer problem that dumps hundreds of millions of gallons of untreated sewage into the Hudson River: $131 million -- in the form of a bond paid off by Albany, Troy, Cohoes, Watervliet, Green Island and Rensselaer. The problem in question is "combined sewer overflows," in which both stormwater and sewage are handled by the same (relatively ancient) system -- when stormwater overwhelms the system, the overflow (including sewage) gets dumped into the Hudson and and its tributaries.
