"To be honest, I don't know"

The Port of Albany has become a major node in the network that transports crude oil from the Bakken oil fields in North Dakota to refineries on the East Coast. (You know all those tanker train cars downtown? Yep, oil.) That's focusing attention on whether state agencies and local emergency agencies are prepared for some sort of major oil-related mishap on the Hudson, Scott Waldman reports for Capital.
