Over a Capital, Jimmy Vielkind looks at New York State's growing beer/spirits/cider scene -- and some of the obstacles holding back the industry. An example: The state does not yet have a large scale producer of malt (though that may soon change), which is an issue for brewers who need New York State ingredients to meet thresholds under the state's farm brewery license.
