A Syracuse Billion
Following on a comment from Andrew Cuomo that upstate cities should propose ambitious projects, Syracuse mayor Stephanie Miner took up challenge (dare?) and her administration has proposed a "Syracuse Billion" (a la the Buffalo Billion). It's essentially a call for infrastructure (re)investment: replacing the city's water mains, the construction of a 1 gigabit/s municipal fiber network, and a cooling system that makes use of water from a nearby lake.
