Over at Vox there's a good, short description and discussion of the paid parental leave bill that Kirsten Gillibrand has been pushing for in Congress -- instead of relying on employers to set up a system, it basically creates an arrangement like Social Security that would provide up to 12 weeks of paid leave at 66 percent of a person's normal pay (with a cap).
