Framework agreement reached in legislative overtime, Dannemora investigation focuses on guard, Capital Region unemployment drops

Dannemora manhunt -- Day 19

Police focused the manhunt for Richard Matt and David Sweat on areas of Franklin County after they found a DNA sample they connected with one of the men. [TU]

Investigators are now looking into whether a prison guard from Dannemora may have unwittingly aided the escapees by providing simple hand tools like pliers so they could fix what he thought was a broken breaker . [TU]

Another State Police update is expected later today.[TWCN]

Legislative Overtime
Almost a week late, New York legislators may be close to wrapping up the session.

Andrew Cuomo, Majority Leader John Flanagan and Assembly Speaker Carl Heastie announced a framework agreement on a wide package of legislation that includes a four-year extension on New York City rent laws, $250 million in new aide for non-public schools and a $1.4 billion property tax rebate program. Some items that could not be worked out in session will get temporary work-arounds by executive order:

+Andrew Cuomo has appointed Attorney General Eric Schneiderman as a special prosecutor for cases where unarmed citizens are killed by police for one year, until legislators can agree on a new plan.[TU]

+Since legislation to raise the age of criminal consent from 16 to 18 wasn't approved within the legislative session, 16 and 17 year old prisoners will be moved to separate facilities from older prisoners. [NYT]

Capital Region Unemployment
Unemployment numbers continue to drop in the Capital Region. Region wide the rate is now at 4.4 percent. [WNYT]

Watervliet Arsenal officials are seeking $27 million for upgrades toparts of the facility, some of which have been in place since the 1800s. [News 10]

Women on the $10
In Tuesday's Daily News, Eric Schneiderman slammed the U.S. Treasury for its plan to replace or diminish Alexander Hamilton on the $10 bill, instead saying they should remove Andrew Jackson from the $20 bill and instead feature a woman on the twenty. [TU]
