Cuomo releases budget
Andrew Cuomo unveiled his $152 billion 2017 spending plan on Tuesday, calling it "the best budget of my administration." Among other things, the budget calls for free college tuition for middle class students, upstate ride sharing, reliance on the Millionaire's tax and $2 billion for a Clean Water Infrastructure Act, which would help towns with contaminated water deal with the crisis.

Child injured in School bus crash
A Student was injured on Tuesday afternoon when the driver of a minivan school bus lost control of the vehicle on ice and the bus landed on its side on Burden Avenue. [TU][TWCN]

Schneiderman opposes Sessions
Eric Schneiderman is one of six attorneys general across the country who have written urging the Senate Judiciary Committee to reject Jeff Sessions attorney general appointment. [WNYT]

Troy Mayor Patrick Madden says he wants a special City Council Meeting held today to vote on $6.78 million in bonds for five city projects. [TU]

Heated discussion among members of the Saratoga City Council on Tuesday over a proposed referendum on the city charter. [TU]

Mobile home park manager pleads guilty
Harold Wolcott, the manager of a Ballston Spa mobile home park who was accused of strangling a tenant over loud music, is facing 1 1/3 to four years in prison after pleading guilty to criminally negligent homicide in the case. [TU]

Bat attack
The Albany man convicted of felony assault and witness tampering in connection with a bat attack was sentenced to 15 years in prison. [TU]

1988 murder case reopened
Troopers have reopened the case of 31-year-0ld Terri Kay Roark, who was found dead in 1988 on the shoulder of the twin bridges on the Northway. [TWCN]

The Greenfield man who took over a horse farm after his sister was charged with neglecting horses, was found guilty on Six counts of Animal Neglect at the farm. [News 10]

Air contamination testing
According to an EPA report, about 50 homes in Ballston Spa need to be tested for "vapor intrusion" from a contaminated dry cleaning site. [Gazette]

Martin Luther King Jr. Way
The City of Schenectady will officially rename a stretch of Albany Street as Martin Luther King Jr. Way. [TU]

The 88-year-old founder of Unity House, a social services organization for needy residents of the Capital Region, has died. [TU]
