Over at the Business Review, Mike DeMasi walks through the history and rationale behind the tax break that Albany's city assessor has said he mistakenly applied to some prominent projects in the city (after Mike pointed it out). The program got off to a slow start in the early 2000s, but officials in other upstate cities say the break has helped spur mixed-use downtown development in recent years. (An aside: There's probably a good critique to be made that all sorts of complicated tax break programs that advantage the actors who have the resources and connections to work through them.)
