Rough road for skaters

In the village of Scotia, skateboarding is illegal on village streets and sidewalks and the village is considering banning it on all village property -- which has skaters call for a park. In Saratoga, there's a petition to dig out the bowl in the city's skatepark, which was filled because of safety concerns. How can you ban a recreational activity? I can understand limiting skateboarding to keep it off of busy sidewalks.
