You can sign up for them the same place you could sign up for them for in the two years since the legislation was past. In the future.
It is frightening that it has taken so long to accomplish something a civil engineering student could do as homework for a Traffic Engineering course. Especially since they had been trying to get this passed for over a decade. Nothing like being prepared for success. They will have completed a $6 billion chip fab in Malta in less time than it took to get this done.
