The possibility of a local "no"
The interesting part of this NYT editorial -- "Saratoga Springs Doesn't Need a Casino" -- isn't that the paper's editorial board sides with opponents of a Saratoga casino. Rather, it's the support for some sort of mechanism to allow local input on whether a casino should be built in a municipality (as is the case in Massachusetts).
