Solar City -- a major rooftop solar power company whose chairman is Tesla founder Elon Musk -- announced today that it's a buying solar panel tech and manufacturing company Silevo, and is aiming to build one of the world's largest solar panel factories on the site of a former steel mill in Buffalo. (The state pledged $225 million for infrastructure for site last November.)
